County Issues Public Statement on Debt for New Jail

  • In June of 2025 the County Board of Supervisors approved a resolution authorizing the issuance of Bonds for the Jail and Law Enforcement Center project in an amount not to exceed $86,130,000 
  • At their March Board Meeting, the County Board of Supervisors approved a contract with Kraemer Brothers for the construction and project management so the project can move forward.
  • Residents of the County have begun to ask questions on how this will affect their taxes and we want to provide the best answer we can at this time.
  • Many factors go into determining how the bond payments for this project will affect residents tax bill including:
    • The ultimate amount of the borrowing and the interest rate for the debt.
    • The change in assessed value of your property, your municipality’s assessed value, the County’s equalized value and the mill rates for your municipality and the County.
    • Grants that the County is pursuing to bring down the debt needed for the project.
  • The County’s priority with the debt for the Jail and Law Enforcement Project is to try minimize the impact the effect of the new debt for the project on resident’s tax bills as much as possible.
  • The best estimate we can provide at this time comes from the PFM Financial Advisors, June 10, 2025 presentation to the County Board of Supervisors. At that time, they provided an estimate that once the full amount of debt is on the tax bill in 2028, it will be around a $1 increase in the County portion of the mill rate. As mentioned above, there are many factors that can cause this number to change.
